Aperlindo & APPI Was received by the President at the Istana Negara (State Palace)

Monday 12th October 2015 was a day that is historical and very special for 2 associations connected to electricity. These 2 associations are APERLINDO (the Indonesian Electrical Lighting Industry Association) and APPI (the Indonesian Electrical Manufacturers Association). It was mentioned before as historical and special because these 2 associations were invited by the President Joko Widodo to the StatePalace. President Joko Widodo himself invited these 2 associations because he wanted to know of the development in the industry in these 2 sectors. Delegations for these 2 associations were led by each chairman who is John Manoppo from Aperlindo and Karnadi Kustono from APPI.

During the gathering that took place for about 1 hour and was in a relaxed and warm ambience, Aperlindo and APPI were given the opportunity by the President to present the development, the obstacles and the expectations of the business players under these 2 associations.

John Manoppo, Chairman of Aperlindo, put forward that before the meeting with President Joko Widodo, he was informed by the Presidential Palace protocols on Friday 9th October 2015. At that time he was very surprised to receive the invitation from the number 1 man in Indonesia. At that opportunity the protocols only give opportunity for 8 persons from each association.

“The invitation to meet with Mr. President Joko Widodo is a great honor for us. This moment is very important and very valuable for the business players under APERLINDO. I said this is important and valuable because this is the moment of a good opportunity to present the situation on the development of current lighting industry in the country” said John.

Further on John said, at this gathering President Joko Widodo was so enthusiastic listening to the information on the growth of domestic lighting industry. During this event President Joko Widodo even asked for inputs from the business players in this lighting industry and asking also what could be done or helped by the government in terms of future developing competitive lighting industry in Indonesia.

John said, during this meeting several proposals to beef up domestic lighting industry to enable them compete with imported products were put forwards. The proposals that were given by APERLINDO are: One, for the government to speed up the implementation of compulsory SNI for LED lamps. Secondly, the need for a regulation on import duty for imported LED and thirdly, to be consistent in applying and implementing Bill No. 3 on Industry, which is TKDN spirit (weight on domestic content) or increase the usage of domestic components. As the consequence, all acquisition on goods and services using state’s funds should prioritize domestic products.

“Regarding the proposal to implement soonest the compulsory SNI for LED lighting products and the application of import duty and the implementation of Bill no. 3 on industry, we have sent letters to relevant institutions, which are the Ministry of Industry, the Ministry of Trade and other relevant institutions. Therefore with a meeting like this we hope the President will give his support”, said John.

These proposals should be resented, said John, so the domestic industry could grow and flourish and be attractive to investors to invest in building lamp factories in Indonesia. Because since the existence of the bilateral trade relations between the government of China and Indonesia which is the CAFTA (free trade agreements between China and the Asean countries), LHE (energy saver lamps) that are circulating in the domestic market are dominated by imported products from China, around 80%.

“LHE products made by the domestic industry cannot compete with imported products from China as they were not subjected to import duties. Products from China entering Indonesia enjoy a zero percent duty import. This condition is very distressing because LHE products made by the local domestic industry cannot be host in their own home,” said John.

Participants from the business players attending this meeting with President Joko Widodo were: Irvin Busser, director of PT SOlarens Ledindo (brand name: Solarens), Go Cahyadi, General Manager and Chandra Goetama, Director of PT Holz International Technology (brand name: Holz), Jok Bin, Chief Senior Marketing Officer of PT Gunawan Elektrindo (brand name Visicom), Ari Muladi, Director of PT Renesola Clean Energy (brand name ReneSola), Richard Dharmadi Director of PT Omni Lumins Cemerlang (brand name Everlight) and Sugiharto, Marketing Manager of PT Indonesia Ascendo Lighting (brand name: Ascendo).

SNI for LED lamps should be speeded up

In general all the business players who were participating in that gathering conveyed their opinions and expectations that the government under President Joko Widodo will be able to create economical climate that is conducive to boost up growth in the domestic industry especially in the sector of lighting industry.

Irvin Busser, the Director of PT Solarens Ledindo said that the meeting with President Joko Widodo is very positive because one can present or passed on information that in Indonesia currently there are already a lot players in the lighting industry with LED technology that are ready to supply the need of LED lamps domestically.

“With this meeting we hope that RSNI (Outline of Indonesian National Standardization) for LED street lighting as the result of Pusjatun on April 2015 that currently is still with the BSN could be ratified soonest to become compulsory SNI”, said Irvin.

Because without a clear standardization, said Irvin, it will confuse both sides, the producer/manufacturer and the government in this case is SKPD of PJU (public street lightings) that will result to a lot of LED on PJU (public street lightings) with unclear specifications.

Not only that, Irvin continues, the other expectation is for the execution of tenders for PJU should implement Presidential Decree nol 70 2012 paragraph 97 article 2 on the obligation to use domestic products: “Locally produced products must be used when there are suppliers tendering goods/services with TKDN added with BMP minimally 40%”.

According to Irvin, if this Presidential Decree is implemented properly, imported products could not be tendered anymore in a tender of goods and services using APBN or APBD. With the obligation to fulfill TKDN + BMP minimally 40% automatically this will push LED for PJU producers to be innovative in reaching that TKDN and with the domino effect this will move upstream sectors such as the producers of raw materials, components, soldering services, lathe services, metal melting, plastic injections and so on. This for sure will open a lot of job opportunities and can minimize a quite significant outbound flow of moniesforeign exchange.

Another support from the government that is needed by the players in this lighting industry is to speed up custom clearance process on imported material or component on the ports and what is also important is to simplify the requirements on government funded projects from government banks on project that is already clarified and accountable not just based on physical securities.

In this opportunity Irvin brought up that the LED street lighting products of their production currently already been used 90% domestically and 10% for export limited to aviation lamps (OBL) to several countries such as Jordan, Brunei, United Arab Emirates, Serbia etc., and solar powered street lighting just recently been exported to Somalia.

He added on that they were proud that Solarens has been chosen as the winner on the tender to replace conventional lamps to LHE (energy saver lamp) for Garuda Maintenance facility with a contract value of more than Rp. 32 billion.

For the tender to replace lamps at the Garuda Maintenance Facility, Solarens was able to compete with 6 major competitors from abroad such as Philips (Netherlands), Dialight (USA), National Panasonic (Japan) and some products from China and Taiwan. This pride has made our spirit motivated to strengthen our product export abroad. Currently our product which is LK3040LED streetlight module and highway model Ecobay are in the process of CB and CE certification. With these certificates in hand our products can be accepted in the USA and Canada, Europe, Australia and other countries. Starting from the second quarter of 2016 we have targeted for these products export each 20.000 units with a value of US$ 3 million, said Irvin.

Not only that, said Irvin. They also will be very proud if their product for street lighting, LED Solarens model Square series SL 0305M-TX 130W could be used to replace the conventional PJU within the State Palace area. LED PJU lamps are very energy saving with an eviction system that has reached 120 lumens per watt which could replace 250W conventional lamps, or a saving in electricity a saving in electricity of more than 50% and it is under a 5 year guarantee.

“Our LED PJU lamps are already in the e-catalogue of LKPP so it will be easy in the acquisition” said Irvin.

Implement SNI for LED products soonest

Similar comments were also voiced out by Go Cahyadi, the General Manager of PT Holz International Technology. According to Cahyadi, the government under the leadership of President Joko Widodo should implement soonest the standardization on LED projects. Because right now there are a lot of LED products being marketed domestically.

“With the implementation of compulsory SNI for LED lighting products, those with shoddy quality that are not up to standard cannot enter the domestic market. It will mean that only products that have good quality that meet up the SNI standards can be traded in Indonesia. Therefore we request the government through Mr. President to speed up the standardization of LED”, said Cahyadi.

Cahyadi said that SNI will become the guidance or guarantee on the quality of the LED product being marketed. But it would be good if in the SNI implementation it also refers to the European standard (CE). CE standardization is very strict on quality so that not all products are able to pass to enter the European markets.

“Our LED lamps (Holz/FSL) have already meet the CE so we can enter the European market. This shows that LED Holz’ quality is guaranteed and is reliable”, explains Cahyadi.

In this opportunity Cahyadi put in a request to the President to socialize more on the usage of LED products. What he meant is for the President to encourage more the public to switch from using conventional lamps to LED. Because using LED products is very beneficial, it is energy saving, long lasting and eco friendly.

Said Cahyadi, so that the LED lighting business in Indonesia can exist fairly, the government’s role in this case the Ministry of Trade through the Directorate of Circulated Goods and Services, can optimally supervise on the field. Aside of that, supervision should also be conducted be in on the ports or the bonded areas by Custom Officers. The objective is to guard against leaks such as the entry of LED lamps that could short end the state by not paying import duties etc, and also will affect the competition become unfair as they can sell below the normal prices.

He added on, Holz has committed to grow the LED market. Regarding this commitment, they are interested to build LED factories in Indonesia even though currently they still import. But to realize this plan, they are expecting support from the government such as to facilitate the permit process, in obtaining venues, incentives such as tax holiday or tax deduction, and a stable labor and waging system. “Because with the often happenings of demonstrators by the labors for sure this will disturb the continuity of industrial activities.”, he said.

Grow the lighting industry in Indonesia

Jok Bin, Chief Senior Marketing Officer of PT Gunawan Elektrindo said that President Joko Widodo actually already knew what is happening in the lighting business sector. And by inviting Aperlindo and the business players in this lighting business, the President wanted to know directly or of the inputs.

According to Jok Bin by inviting the business players and Aperlindo to the Palace, President wanted to develop the lighting industry in Indonesia that has a competitive edge and to diminish dependence on import.

“Actually the lighting industry in Indonesia has developed quite good when there was a DSM (demand side management) Program of giving away LHE lamps as promoted by PT PLN. That program was quite attractive to investors to build lamp factories within the country including PT Gunawan Elektrindo.

But, Jok Bin continues, that program up till now was never realized and its continuance is still unclear. While due to this program, investors, including PT Gunawan Elektrindo have already invested quite a lot to build factories. This or course inflicted loss to the investors who previously have already expected some profit.

Jok Bin further on said that the domestic LHE industry lost the competition with the entry of imported lamps from China that flooded in and sold at a cheaper price. The flood in of imported products from China after investigation turns out that China government plays a role by giving attractive incentives to their domestic industry by giving tax deduction 17.5 % for those who export their LHE while companies who export components were not given this incentive.

“With such policy for sure LHE industry in China were racing to export their products to various countries including Indonesia” he said.

In relation to this, said Jok Bin, he and the other players are looking to the President through his regulations to be able to build up again the lighting industry in Indonesia.

Support from the government is needed right now by the business players in the lighting industry

Ari Muladi, Director of PT ReneSola Clean Energy) said that the gathering between Aperlindo and some of its members with the President, shows of the government’s good intention in its efforts to beef up the lighting industry in Indonesia.

“Therefore President Joko Widodo has invited us and he wants to get inputs on the real development of the lighting industry in Indonesia”, said Ari Muladi.

According to Ari Muladi, the gathering with the head of the state is a good momentum for the business players in the lighting industry because they can directly convey to the President on the need of the government support through regulations that can develop the domestic lighting industry. The support that the business players in the lighting industry right now needs is the implementation of standardization or SNI for LED lighting products because for this type of lamp the government has not issued the regulation of compulsory SNI.

“When the regulation of compulsory SNI has been issued, we are confident that the domestic market of LED lighting products will be fair. Not only that, the stipulation of compulsory SNI will head off the entry of shoddy LED lamps because lighting products that do not meet the SNI standardization that will disadvantage the customers.

According to Ari Muladi the government of Indonesia should not be shy to follow other countries, like China or Vietnam, in growing their industries. Industry in those 2 countries has a very fast growth because the government plays serious role in giving the support through regulations such as incentive tax deductions, facilitations on permits and other incentives.

“These facilitations and incentives will become the attractant for investors to move their monies to Indonesia to build lamp factories,,” he added on.

Regarding this, said Ari Muladi, in order to grow the lighting industry in Indonesia, what kind of support from the government that will be given? If the support is clear and assured, for sure investors are very interested to invest in building lamp factories in Indonesia. Because Indonesia has a very attractive and huge market potential with its wide area coverage and huge population.

Ari Muladi said that if there are a lot of investors building factories it means there will be a lot of benefits gained, we can save the country’s devisa/foreign exchange and lower unemployment rate because there will be a lot of manpower that can be absorbed in those factories.

“Therefore we await Mr. President’s good intention in the efforts to grow the domestic lighting industry”, said Ari Muladi.

LED lamp’s extra ordinary market potentials

The same statements were also voiced out by Richard Dharmadi, the Director of PT Omni Lumins Cemerlang. According to him, the market potential of LED lamps in Indonesia is very extra ordinary. This can be seen by the number of LED brand names that are crowding the lighting products domestic market.

“But this good LED domestic market potential is not yet accompanied by government’s support such as regulation for compulsory SNI. While compulsory SNI regulation for lighting products, including LED types, is very important to ensure quality and will not disadvantage the public as the consumer”, said Richard.

Further on Richard said that most of LED lamps fond in the market have no certification. Because of this he urged the government on the need to urgently issue the regulation for compulsory SNI for LED type lamps. With this compulsory SNI there will be a healthy competition in running the lighting business in Indonesia.

According to him, if regulation that supports the growth of lighting industry in Indonesia is clear, EVERLIGHT as the largest and leading lighting product producer in Taiwan is also interested to build a factory in Indonesia.

KESIMPULAN:

Pemakaian LHE akan semakin meningkat dari tahun ke tahun dan pemakaian lampu pijar akan menurun drastis.

LHE yang telah mendapat SPPT SNI 04.6504.2001 ada ±210 merek dari ±50 perusahaan.

Koordinasi Bea Cukai dan PPMB Kementerian Perdagangan sudah mulai berjalan baik.

Pengawasan Binwas dan Kepolisian untuk peredaran LHE sudah lebih baik dan intensif.

Investasi produsen/pabrik LHE telah mencapai 18 produsen dengan investasi U$ 157 juta, tenaga kerja 4500 orang dan kapasitas produksi 195 juta unit/tahun dengan TKDN dari 27% s/d 68%.

Klaster Industri mulai diprogramkan oleh Departemen Perindustrian.

 

PERMASALAHAN:

Serbuan produk LHE impor yang murah dan yang tidak memenuhi persyaratan mutu, keamanan dan keselamatan, yang ditawarkan dalam berbagai type dan merek di pasar dalam negeri, mengakibatkan jaminan konsumen tidak terlindungi hak dan kepentingannya.

Praktek-praktek impor paralel mengakibatkan produsen lampu dalam negeri harus bersaing secara tidak sehat dengan produk eks impor. Dan hal ini mengakibatkan iklim usaha yang tidak kondusif bagi calon investor yang ingin berusaha di Indonesia, karena tidak ada jaminan untuk bersaing secara sehat bagi produk yang akan di jual. Disamping kerugian yang diderita oleh negara karena kehilangan pendapatan dari bea masuk dan pajak.

Pelaksanaan penegakan hukum (law enforcement) dan koordinasi pelaksanaan pengawasan, pembinaan dan pengembangan oleh berbagai institusi lintas sektoral di dalam ; perlindungan industri, penciptaan pasar dan iklim usaha yang sehat pada bisnis lampu masih terlihat belum maksimal.

Adanya MRA (Mutual Recognized Agreement) Indonesia-China, mengenai Bea Masuk LHE hanya 5% membuat industri LHE yang baru tumbuh menjadi dilematis. (Komponen Bahan Baku 5%, Barang Jadi 5%) sebelumya 15% (Harmonisasi Tarif Bea Masuk tahun 2005).

LHE import dalam kurun waktu Januari s/d April 2011 meningkat drastis menjadi 65 juta unit, (ini terkait dengan kebijakan point 4 di atas).

 

SARAN:

LHE Impor harus dibatasi segera dengan membuat Pre Shipment (PSI) dan Safe Guard.

Adanya penetapan harga patokan/pokok bagi LHE impor. Saat ini tidak ada, hanya suka-suka, ini dapat meningkatkan Bea Masuk dan kualitas barang jadi.

Pengawasan berkala terus dilakukan di seluruh wilayah Indonesia dengan lebih terarah.
